Some days ago
the petitioner
came to me and enquired if there

any reply
from the Chinese
Authorities about the seizure of
his junk and the opinion in it.
I told him no final
answer had reached me but that from enquiries
which had been made, it appeared
probable that his junk had been attacked by persons who were not in Customs employ but were
either regular pirates or had
regularly
acted as such on
